Remove Resist and Cat / seraphim buffs from npc buffer.
Fix Drain Skill coz now necro drains all hp back even from RB.
Fix WM effect magis hit too many m crits.

Well first of all... Seraphim and cat buffs are suppouse to be hard to get , so people would make extra chars for sieges and pvps to get those buffs . About Resists , it will just make pvp more balanced and thos who will be smart will lvl PrP/SE/EE to get those buffs.
